Peak Cooling Load

I am a new member of the group. I work on visualdoe and Equest softwares.?I have a basic question with reference to the peak cooling load.
The Peak cooling load is very less when compared to the cooling capacity of the system (by more than 50%) in some of the projects. What is the reason for this? I am checking the Peak cooling load in SS-A report.
