As many people will agree, editing weather is very tedious.
The best way I've found to edit weather is to get the weather in .tmy3 - found as .bin files from http://doe2.com/Download/Weather/TMY3/
Change the extension to .csv and then you can open it in excel, make your changes and then change the extension back to .bin.
