Hello,
I have a general question redargin how to design HVAC pump with 11 W/gpm
per primary and secondary loops in evaporator.
Please advise how a design can achieve that target. Most design that I have
seen exceeds that limits becasuse it does not consider head.

It?s a trade-off, the limit is prescribed for the baseline model but the proposed design may pump horsepower that is called for in the design ? however if you go above the limit then there will have to be some corresponding efficiency to trade-off the net effect of the pump power.
For your particular project given some constraints it may not be possible to vary pipe size, layout, and ?T enough to achieve the limit ? that?s okay if the modeling will still show net project savings from control of the pumping system and other energy efficiency measures in the project.
