Evaporative Cooling on VAV

I have a building with a VAV system that has evaporative cooling with
chilled water supplemental cooling. Is there a way to get eQuest to run the
VAV at 100% outdoor air whenever it is in cooling mode but at minimum
outdoor air in heating mode?
