where can I find info on the residential energy efficiency tax deduction calculations?

My proposed design is a make-up air system serving four pipe fan
coils. The Budget case is a VAV system, hydronic cooling and
heating. 11.4.3 (i) states that the BHP per cfm shall be the same as
the Proposed design up to the limit as described in 6.3.3.1. In this
case what is my proposed BHP / cfm. Do I sum up the fan power and
air flow for the make-up air system plus all the fan coils?

Chris - I believe you are on the right track.

The following 90.1-1999 definition applies:

fan system energy demand (or fan system power): the sum of the nominal power demand (nameplate horsepower) of motors of all fans that are required to operate at design conditions to supply air from the heating or cooling source to the conditioned space(s) and return it to the source or exhaust it to the outdoors.

So, you would have to include: Supply fans (fan coils, make-up air unit), Return fans (if separate from supply fans) and Exhaust fans.
