The text in the LEED-NC 2.2 Reference Guide for EA Credit 1 (page 173)
states, "Demonstrate a percentage of improvement in the proposed
building performance rating compared to the baseline building
performance rating per ASHRAE/IESNA Standard 90.1-2004 (without
amendments)..."
