Actually, addenda are now permitted, at the option of the design team.
In a memo released April 26, 2007, USGBC announced that approved addenda
are permitted, as long as your submittal states that addenda are used,
and that they are applied consistently:

"Project teams are responsible for notifying LEED reviewers of the use
of ASHRAE addenda utilized at the time of project documentation
submission. If a project team elects to use an addendum to an ASHRAE
Standard, this addendum must be applied to the entire LEED submittal."
