Rehat to LAT 75F

Does anyone know of a way to force a unit to cool air to 55 degF at all times, regardless of space temp, and then also force the use of a heating coil to reheat the supply air to 75 degF at all times regardless of space temp?

The HVAC system will provide neutral air, the air will first be cooled/dehumidified, then reheat to 75 degrees, and then delivered to the space. For the most part the air will not mix with room air, it will just be exhausted out with an air curtain type of configuration. (lab fume hoods).
Since the air is not mixing and since we can only apply one system per zone in equest, I have created a separate dummy system to handle the make-up air and exhaust air. All I want the system to do, is to cool the entire quantity of air down to 55 degF and then reheat it to 75 degF. I don't care what happens to the zone temp in my dummy space/zone.
An RHFS is my current system type for this dummy zone, but I think it may just be cooling and reheating as needed to maintain a foe space temperature.
