In a building where there are four RTU's (4000 CFM of supply air) each with outside air of 400 CFM and one kitchen hood with 1600 CFM's of exhaust, would the system CFM used to calculate the fan power of each RTU per G3.1.2.9 be 4000 CFM?

If so is there would a separate calculation for the fan power associated with the kitchen hood exhaust "system" using 1600 CFM in the G3.1.2.9 equation? Or does ASHRAE expect that the fan power calculated above includes the 1600 CFM's (400 CFM's per RTU) of exhaust associated with the kitchen hood?
