Ground temperature depth

Do anyone knows at which depth is measured the ground temperature in the normalized weather files?

Ground surface temperature?
5 feet below ground?
10 feet below ground?

The monthly ground temperatures in the weather files are not measured, but calculated
using a very simple sinusoidal algorithm developed by the late Tamami Kusuda at NBS (now
NIST) in the mid-60's. Depth below grade is an input to the algorithm, which for all the
weather files I've seen has been set to 5 feet.
