Southern California Edison (sce.com) runs courses periodically.
Don't see any on their current list, but, some times they get added later.? You could call and find out what they may have in mind.?
My colleague Marlin Addison here at ASU does much of the eQUEST training for the Wisconsin Energy Center and for Southern California Edison and I'm sure would be interested in doing something on the east coast. Perhaps by way of your local ASHRAE or USGBC chapter a training session could be set-up, it might also be a money maker for the local chapters. You can contact Marlin at marlin.addison at asu.edu.

I also believe that the Energy Center of Wisconsin is offering training March 24th and 25th just outside Milwaukee, WI.

I've know of two:
One is near Milwaukee March 24-25 - http://www.ecw.org/university/eventprogram.php?ecuid=167
The other is in Chicago from March 20-21 - http://www.iit.edu/~archdoc/energyseminar3.html
