Air cooled screw chiller vs ASHRAE baseline water cooled chillers

Guys!

In a project in India, I've been told that air-cooled screw chillers can
*NOT* get any saving out of ASHRAE baseline system 8 - water cooled
chillers from eQuest modeling. In theory, air cooled chillers saves energy
as it does not have cooling tower components!
They also mentioned that the COP is 6.1 in water cooled chillers where as
in air-cooled chillers it's 2.9 only!

Is this a normal practice that you won't get any savings from eQuest
simulation if you have air-cooled chillers? I think if you put the screw
chiller curve as these ( ScrollChlrAirCoolEIR-fPLR,
ScrollChlrAirCoolEIR-fCHW&OAT
?, ?

?)?. I think Bill Bishop has some posting about these curves a long time
ago!
