I have to let this go to get back to actual work.

At any rate, I thought I would try editing the .bin file I created to add the correct wind direction values from the .ewp file using Elements. This was successful in that the .bin file now has the correct wind direction. But in the process of editing the .bin file, Elements messes up the snow and rain flags.
