Has anyone ever seen 99.99% of hours outside the throttling range? My systems are showing a capacity, my fans are drawing energy... I'm not sure where else to look, any suggestions?
If your systems are running right then something (i.e. input toggle) at the
zone level is not letting your heat get to your zones to be
conditioned....the problem is at your zone level.

Trying checking your thermostat throttling range. If it is at 2 try setting to
4 degrees.

Check you coil bypass factor. Make sure it isn't 1.0!
