Corrections to EIR, PLR and Cooling Capacity in Baseline Building

In eQUEST, there are several curves for the corrections to EIR, PLR and Cooling Capacity in AHU with DX cooling. Are there any requirements for the 90.1 baseline building? What I found is the part-load performance for VAV fan systems in appendix G. Did I miss anything? Any help on this issue is highly appreciated.

Sir:

The only part load requirements in Appendix G is the VAV fans, to my knowledge. The various Tables in 90.1-2004 have only maximum efficiency standards, not part load.

The chillers have maximum and NPLV requirements. But I defy anyone to come up with a chiller curve based on a single NPLV curve.

Does this issue not extend to all equipment, including boilers? For all
the LEED users out there, does anyone know if the USGBC / ASHRAE specify
part-load performance of chillers and boilers? If not, do you simply
use default eQuest curves, or do you use curves from manufacturers for
the actual equipment getting installed?

Up here in Canada, modelling rules developed for our energy standard
(MNECB) specify the curves that have to be used in the reference
building.
