Not sure if you are still having trouble with this issue, but if so, eQuest
calculates the cooling coil leaving temperature as follows:
Cooling Coil Leaving Temp = Zone Entering Min Supply Temp. - Supply Fan
Delta T
So, your design CHW Temp has to be at least 6 degrees less than the Zone
Entering Min Supply Temp MINUS the Supply Fan Delta T.
