Are you asking about phase change material in the context of thermal storage media, or in terms of building envelope constructions?
A construction/layer/material that can change properties of thermal mass and conductivity each interval based on present/prior interval conditions is not something that I understand can be accomplished within the framework of doe2.2/doe2.3. I understand there was a feature called FUNCTIONS that allowed users to set up something of this nature in doe2.1, but that was before my time practicing energy modeling.
That said, I believe energyplus has a PCM module that permits dynamic material properties by way of applied temperature curves. I have not personally dabbled in this area but if I were compelled/required to pursue an analysis of this nature I think you might find platforms using the energyplus engine may have something you can use more directly.
Hope this helps!
