What is the intent of the gas heat? You could model it as the preheat
coil and use TRH or VAV-RH with 100% minimum. I don't have the time to
research further. Also review "Morning warm-up for dual-fuel
applications" in the Trace Documentation. This comes close but fails to
explain how to assign two heating plants to one system.
