I hadn't heard much back about the questions I raised below. #3 in particular, I was hoping to rephrase and gain some additional insight:

In a existing building (system type, VAV reheat with very little turndown), where the airflows are known (and entered into equest), by adding duct leakage via the Duct Air Loss Ratio, with a low (near 0) Duct Air Loss OA (meaning very little of the leaked air "exfiltrates" the building), what would the expected result be?

Clearly the fans will operate more, so one would expect electric usage to increase.

But what would you expect the heating and cooling utilities to do?
