Thank you very much for the clarification, from the list of suggestions my
understanding is that, we need to model cooling system for total regularly
occupied space and consider the baseline system accordingly.

But, I could not understand, how the exceptional calculations are to be
made to show savings? And it is also suggested that, Proposed case set
points are to be made such that no cooling or heating happens, will that be
acceptable?
