It appears that the WSE "chiller" was changed in the beta of DOE-2.3 included with eQ build 7173. It can/will now operate to augment the other chillers ("integrated", "series"), instead of turning off when its capacity is inadequate to meet the loads ("non-integrated", "parallel").
However, the world is full of non-integrated WSEs, and despite certain prescriptive codes, there is still a need to evaluate them for new construction. I tried some Equip Ctrls and Load Mgmts, but these attempts resulted in either simulation errors (inadequate capacity) or the attempted "non-integrated" WSE operating when I didn't want it to. In any case, there may be periods when operators disable WSE operation, so if a CHW EC list does not include the WSE, it should not come on.
There needs to be:
? clear documentation of how to model the new component with Load Mgmt and Equip Ctrls to perform that way
? and/or some keywords in the WSE definition to simulate non-integrated operation
? and/or a separate "non-integrated" WSE "chiller" type
