You can set up block charges as described and other custom rates most
easily in the SD/DD wizards.

If you're past the wizards and in detailed mode, I'd start a new file to
create the rates and assign them unique names, isolate the generated
rate lines in the .inp, then import the trimmed .inp into the target
project. You could alternatively copy/paste the appropriate lines
manually into the target project's .inp.

Select '-custom-' gas and electric rates from that pulldown at the
General Information screen (first screen under Project / Site / Utility
button in DD wizard), then the appropriate screens will be available for
input.
