Finding the cost of Outside air conditioning?

Is there a way to get an output of the energy or cost used to condition the total outside air over the course of a year?

Absolutely - I recently did a building where I modeled just the ventilation with and without energy recovery - I made the building a single room 1 foot by 1 foot by 10 foot (although it occurs to me now I didn't have to put in any particular dimensions), put in no roof, no walls, no people/lights or internal loads, no partitions, etc.  The only thing in the room is the ventilation and room exhaust.  In my case the room exhaust was more than the supply, so I added the difference in the airflow through infiltration to make the system balance.  i.e. - one room I had 800 CFM Supply, 3525 CFM Room exhaust and 2725 CFM infiltration.  Not sure if that answers your question or not.
