The proposed design is 3 floor or less and less than 25,000 ft2, nonresidential. The proposed design HVAC system is water source VRF with dry cooler and natural gas boiler. I believe this qualifies as Fossil/Electric Hybrid, therefore the Baseline system would be System 3, PSZ-AC. I believe the baseline heating fuel should be natural gas. Is this interpretation correct?
