You can get the EPW weather file for Cairo here:

region=1_africa_wmo_region_1/country=EGY/cname=Egypt
And then can convert it to *.bin format using the weather conversion
utility - eQ_WthProc - on the DOE2 page:

Have you already looked in the Bldg-sim/equest archives? Somebody might
have shared the *.bin in the past.
