On the DOE.com website there is a weather data processor which will
convert the .bin (binary) weather data to a .ft (formatted text) file.
It will also prepare a .sta (weather station summary text file) with
some summary info.
As an alternate, you can run an eQUEST sim and select weather data
variables as hourly report outputs.
If you are checking for an abnormality in the CWEC bin data, this may not
work if the error is only in the translation to bin and is fine in the
original.
However, if you just need some summary statistics or CSV data and trust the
conversion to EnergyPlus format, this might be acceptable?

Can you run your simulation and output the weather values you need to check
to a CSV file? 8760 will use up a lot of paper?
For a different translation of the original files you can use the EnergyPlus
versions here:
