I have a small building where half of the roof is flat and the other
half is inclined

Please advise on how can I construct this on equest.
Moreover, is there a way one can set an axis of rotation when tilting
surfuces?

I don't know about the axis of rotation but you can make separate shells. One shell for flat surfaces and another for pitched.

Roof axis rotation is not obvious, but really easy. Go to your roof diagram
with the coordinates. Move coordinate 1 to 2, 2 to 3, 3 to 4, and 4 to 1.
Close and reopen and you should find your roof axis rotated 90?.
