go to the "tools" menu at the top of the screen and then drop down to "view
simulation output" , next-open the baseline file and you will see a new
screen with a drop down menu at the top left. Once you see the drop down
menu you can find reports SS-F and SS-R, these will tell you detail about
which rooms/zones & which months loads are not being met. The value
reported on the BEPS report will tell you the percentage of hours your
conditions/loads are not being met.

You can get the system wise unmet hours in ss-r report of output file. also can get overall percentage throttling range in BEPU report.

SS-R for the system level info, SS-H if you want to look specifically at
zones. BEPS reports them as an overall %.for the building.
The easiest way to find your unmet hours:
Go to Air Side HVAC in Detailed mode
And under Air Side HVAC click summary but before that make sure that
your mouse is on the name of the project on the left side.
