If a building is purchasing Steam and Chilled water from a service
provider and does not have boilers and chillers, then how can we input
this info into eQUEST and also the rate of the utility?
Using purchased steam and chilled water is easy.
First: In the water side HVAC tab create chilled water and hot water loops the same way you would if the chiller and boiler were being modeled and then add a "Chilled Water Meter" to your CHW loop and a "Steam Meter" to your HW loop.

second: In the utility and economics tab create a "Chilled Water Meter" and "Steam Meter" with whatever rates you are using.
