I have the following question regarding ASHRAE 90.1 Appendix G baseline
systems; For a building with proposed electric water source heat pumps
utilizing a building loop tempered by a natural gas fired boiler (during
the heating season) would the correct baseline heating type be fossil
fuel or electric?

I believe you are correct. This is how we have always modeled that type
of BL system. The heat pumps use electricity to extract heat from the
loop, but the actual heating source is the gas-fired boiler.
