Is there any way to covert the actual historical weather files of international location form the formats that they came to TMY2 or TMY3?

Why don't you use TMY3s rather than TMY2s ? There are 1020 TMY3s compared to 239 TMY2s.
For Washington DC, there are TMY3 files for Reagan AP as well as Dulles. I've been hosting the TMY3s in various formats, including *.BINM for use with eQUEST, for free here .
If you want actual historical year weather files, there are also available for over 8,000 locations around the world, including 2,000 in the US, starting from 2001 thru Aug 2015, but they're not free.

Of course! Although there's a common perception that "typical year" weather data are more
readily available, in actuality it's the opposite, because "typical year" weather files
can only be produced where there are many years (typically 12-30) of historical weather
data. As stated in my previous reply quoted below, White Box Technologies (my company) has
historical weather files for thousands of locations around the world going back to 2001
(and even earlier upon request). Both the "typical year" and historical weather files on
my web site come in multiple formats used by various simulation programs, e.g., *.epw,
*.BINM, *TY3.CSV, *.TM2, etc. For more information, please visit
