oversized HVAC impact

I'm seeking publications with data that indicate the impact of oversizing
HVAC systems in commercial buildings. The oversizing can include mechanical
equipment (heating and cooling) and distribution systems (fans, pumps,
ducts, piping). There also might be secondary implications (tall plenums,
less daylighting, etc.).

If anyone knows of papers or reports that touch on this subject, I'd
greatly appreciate it if you would please direct me to them.
