Massachusetts Stretch Energy Code - Baseline energy model requirement

Hello All,

I am working on modeling ~100K SF of dormitory facility in MA for energy code compliance (MA Stretch Energy code). Does anyone have idea about AHSRAE 90.1-2013 addendum BM model would be acceptable for the code compliance ? I tried to contact MA building code department but they are unresponsive.
