LEED exceptional calc guidelines for purchased chilled water and heating water?

Hi All,
I have heard that LEED has published exceptional calculation guidelines for determining/demonstrating the cost of "purchased" chilled water and hot water when your building is served by an existing central plant.? I looked on the LEED website but could not find anything.? (I found guidelines for calculating and modeling a?CHP plant but not for a regular chilled water and hot water plant).? Does anyone know if LEED has published any guidelines for calculating these costs???If so, could you please point me to where they are located on the website.
What are other people's experiences with LEED v2.2 with respect to demonstrating the cost of "purchased" chilled and hot water?from an existing central plant?? Have you just had to?indicate the cost of chw and hw on the template like?you would for electricity or gas???Or, have you been required to?submit additional documentation and calculations??
