Inlet temperature schedule for DHW

I am trying to use waste heat from chillers to pre heat the DHW
loop, but it does not seem to change the gas consumption in the
DWH heater.

I am wondering if I need to change the "Inlet temperature
schedule" for DHW loop so it can work.

???
