City of Boulder's Path to Net Zero Energy

Achieving Boulder?s greenhouse gas emission reduction targets requires
moving the City?s energy code to a Net Zero Energy code by 2031. As a
result, the city has developed an energy code roadmap that incrementally
increases energy efficiency requirements for residential and commercial
structures on a three year cycle. Boulder is in the process of developing
the 2020 City of Boulder Energy Conservation Code. The new code proposes a
Design Target Performance path for commercial projects that will replace
the current 30% better than ASHRAE 90.1-2010 requirement with an Energy Use
Index (EUI) Design Target. These targets will be established in the code
for typical building types (office, retail, school, medical office, etc).
To obtain a permit, projects will need to demonstrate through energy
modeling that the proposed design has an EUI less than the established EUI
target. Christin will talk about this new Design Target Performance path
and the energy modeling protocols required to make it successful.

Christin Whitco has 15 years of experience in mechanical engineering,
sustainable consulting, energy modeling, and project management. She serves
as the Energy Code Coordinator for the City of Boulder and works closely
with both the city?s code officials and the department of Climate
Initiatives to ensure long term climate goals and initiatives are supported
by current building practices. Boulder has set a goal of reducing its
energy-related emissions by 80% by 2050. Adopting, implementing, and
enforcing stringent energy codes is the city?s single biggest lever for
driving this change.
