Cooling Energy Consumption

My Space Cooling energy consumption from the BEPS report and the Cooling Energy on the SS-A report do not match, it seems to be leaving out a rather significant portion of the load. Why is this and is there a way to fix it?

The SS reports are system level only (think air handlers). The PS and PV
reports are plant level (think chilled water plant). The BEPS report
includes the entire energy associated with Cooling Energy, where the SS
report may not (depending on your system). Check the PV-A, PS-A, PS-E,
PS-C and PS-D reports to see if those make sense.

Sorry should have been more clear, it's a water cooled VAV system - single AHU for the building, the PS-A report lists Total Cooling as 1040 MBTU, the SS-A report lists Cooling Energy as 1019 MBTU, but the BEPS which should be the total if I'm not mistaken has a Space Cooling value of only 202 MBTU.

The BEPS reports the energy used by the compressor and other accessories (unit of electrical energy).
PS-A or SS-A report cooling energy (unit of heat).
The ratio is basically the efficiency of the system.
