I agree with James, except I believe if you have a Hot Water Loop
selected for your Zone Heat Source at the system level, you are modeling
reheat at the VAV boxes. I would select "Not Installed" for the Zone
Heat Source. Check the SV-A report for the system and you should have
"BASEBOARDS" show up next to a heating capacity value for the zones with
baseboards.

To size the baseboards I usually look at the corresponding space and size
based on the heat loss due to glass conduction. It can be tedious but
eQuest has issues sizing them correctly.
