My Energy Cost Budget output file, shows that Space Cooling for
Proposed case is 170.4 MBH/Year and for Baseline case is 87.1 MBH/Year.
I was expecting lower value for Space Cooing for Proposed case compared with Baseline case (Considering good envelop for the Proposed case).
Is this an error?
is there any way to fix this?

If you read this blog, you'll find that a good envelope doesn't always yield savings and can increase the cooling cost actually (depending on climate zone).
However, I think something else is at stake. Especially if your lights are lower in the proposed. Is cooling the only category where it is higher??
If so, I'm guessing you are VAV vs. CV??? There's another good blog for you to read then. The reason would be caused by ashrae std 62 in the proposed and not setting the max z ratio.
