Can anyone tell me how to model the following situation in EQuest:

We are modeling a building with approximately 2500 kW of cogeneration capacity, operating as electrical load following.  The utility requires the building to always purchase a minimum of 200 kW, so we need the first 200 kW of load to come from the utility.  The cogeneration is large enough to meet all building loads during the winter but parallels with the utility in summer.

We've tried using the equip-control command in EQuest but it does not appear to work.  Has anyone had success modeling this situation?
