The Help documentation says it?s not implemented in DOE2.3. Using DOE2.2, you can use panel heating elements if the zone is assigned to a Floor Panel Heating system (TYPE = FPH; shows as ?Radiant Slab? in the system drop-down menu). I suggest modeling the panel heating as baseboards and then figuring out how to add heat losses if you think that?s needed.
