Have you tried creating a new performance curve feeding the "Raw Data
Points" from the Input Type dropdown menu? If not, I would say try to
create the Curve formula from excel (putting your Wetbuld depression and
the efficiency data and look up if it's Linear, quadratic, etc) then put
those values at a, b & c at Performance Curve Properties window.
The second method would, I guess, be more accurate.

As far my limited knowledge goes, I don't know (or doubt!!??) if you can
really model through the effectiveness on wet-bulb depression!! But you can
control the Outside air and limit to enthalpy which might indirectly
control your OA flow as well as effective. Select the system type as VAV
and you've the preconditioner tab where you can put Add-On Evaporative
cooling. I would open up the *.inp file and modify that.

EVAP-CL-AIR
Fraction of the design supply air flow that passes through the evaporative
cooler for add-on units. Among other things, it is used to size the
evaporative cooler.
Hope more experienced folks would jump in to help you. There are my two
cents!!
