energy modeling in MA

Hi all,
I am relatively new to energy modeling and looking to expand my knowledge.
I have modeled buildings according to Appendix G methodology before,
however the Massachusetts Environmental Policy Office also requires energy
modeling to demonstrate compliance with their greenhouse gas emissions
policy. Their policy uses a building that is minimally compliant with MA
building code as the base case scenario. Regarding MA building code,
Energy Efficiency requirements are met via compliance with the IECC (w/ MA
amendments) or ASHRAE 90.1; however the MA amendments to the IECC apply to
ASHRAE 90.1 when ASHRAE doesn't have a similar requirement or has a less
restrictive requirement.

My questions are two fold;

When modeling the baseline case for MEPA GHG purposes using ASHRAE 90.1, do
you juse use minimally compliant baseline prescriptive path inputs for base
case modeling or are you required to use the procedures outlined in Section
11 to model the base case building?

Additionally, does anyone generally know what portions of the IECC are more
restrictive than ASHRAE 90.1 and what the IECC address that 90.1 does not?
