energy modeling for LEED

A School with plant already existing, a small addition is made to the
existing school (not separate, more like an extension). The addition has
separate space supply equipments (downstream), but acquires energy from the
existing plant (upstream). And, the addition is the only portion going for
LEED accreditation. I have gotten to know that I would have to build the
whole building for energy model.

Does this situation coincide with the DES (District Energy System) scenario?

Any help would be great.
