In the case where we are having a DOAS system how heat
recovery wheel will work for such system shall we place it in the main
cooling system or the DOAS system which is supplying the fresh air to the
main cooling system.

It would seem that you want the heat recovery device to be in the path
of your OA ventilation system in order to obtain any benefit.
