Cannot get Baseboard to work in New York

I think you have to manually assign a capacity. For some reason eQUEST doesn?t autosize baseboards, if I recall. Usually I use a formula based on zonal square footage.

Know I am missing something.
I have 4 floors of electric baseboards in New York City building. I have the rating blank and the CTRL on Thermostatic. It says if there is any heating, the baseboards should come on 1st. There IS heating, but no baseboards.
Help?

John,

You would need to enter in the capacity of the baseboards for them to kick on.
