baseline model cooling vs proposed

My baseline system is VAC/AC type 3 based on the building parameters. Each zone has heating and cooling systems applied.

My proposed system - should it also be modeled with some kind of cooling system even if it wasn't installed?

I am in Alaska and a lot of the buildings don't have air conditioning.

The proposed building includes exhaust fans that run on an economizer cooling schedule in the summer months.

I already have the exhaust CFM's modeled properly in the proposed model to allow for this.

What would be the normal path in this case for proposed - being that the baseline requires air-side cooling by default?
