Auto Auction - Conditioned Space?

I am modeling an Auto Auction which has open doors at each end for cars to be brought through.
There is no HVAC system, but the floor is heated.
Would this be considered a conditioned space for LEED or federal tax rebate purposes?

Is there a boiler providing hot water for the heated floor, or how is the floor heated?

Then check its output capacity.

According to ASHRAE Standard 90.1-2007, a space is considered a 'heated space' (conditioned space) if the system's output capacity relative to the floor area is greater than or equal to the criteria in the Table 3.1 shown below:

If the heating system's output capacity is greater than or equal to 3.4 Btu/h.ft2, and doesn't meet the criteria listed in Table 3.1, then the space may be considered a semi-heated space, otherwise, it will be considered as an unconditioned space.

Please refer to Section 3.2 Definitions of Standard 90.1.
