ASHRAE 90.1-2004 App. G, Hospital Baseline

Hi,

We are working on an out-patient health service building (appx. 158,000
sq.ft) and trying to determine the baseline building HVAC system type.
Since this building is greater than 150,000 sq.ft, the baseline building
system should be type 7 (VAV with reheat - chiller and boiler
configuration). As per 90.1-2004 section G3.1.1 exception C, the
baseline can be System Type 3 (packaged single zone systems with DX
cooling and fossil fuel furnace) in any zones having special
pressurization relationships, cross contamination requirements, or code
required minimum circulation rates. In our case, 2/3rd of the building
would fall under this exception. There was a CIR posted on this issue
recently (January 2009), as per the ruling we would have to model
packaged single zone system for spaces that fall under the exception.
Using packaged single zone systems for majority of the building doesn't
seem appropriate or practical. My question is if someone has dealt with
a similar issue and found a way around it. Any suggestions!
